The owners and occupants of the property abutting private entrances, driveways, and approaches shall maintain and keep in repair all the private entrances, driveways, and approaches thereto, but no such private entrances, driveways, and approaches shall be constructed or maintained in such manner as to obstruct or interfere with the street, the traffic thereon, or with any drain or ditch which has been constructed on or which serves the street.
