The provisions of this chapter shall not in any manner be construed to limit or be a condition precedent to bringing an action under I.C. 32-30-8-1 et seq. or under any other law. This chapter shall not create a right for a third party to bring a cause of action pursuant to any provision herein nor shall this chapter increase or expand an owner or property agent's duty to provide property in a habitable condition under existing law.
