(A) Pursuant to I.C. 36-5-2-4.1, each of the following described areas constitutes a Councilmanic District in the town. The Town Council finds that each prescribed District is composed of contiguous territory, is reasonably compact, contains, as nearly as possible, equal population, and does not cross a census block boundary unless permitted by state law.
(B) District 1. Councilmanic District 1 is hereby described as follows: Commencing at the intersection of the town boundary at McCool Road and North State Street; thence westerly along the town boundary to its intersection with Inderrieden Road; thence south along the town boundary parallel with Inderrieden Road; thence generally westerly along the town boundary until it intersects with Heim Road; thence east along Heim Road to its intersection with West Lincoln Avenue; thence easterly along West Lincoln Avenue to its intersection with North Iowa Street; thence north along North Iowa Street to its intersection with East Adams Avenue; thence east along East Adams Avenue to its intersection with North Illinois Street; thence north along North Illinois Street to West Monroe Street; thence east along West Monroe Street to North Second Street; thence north on North Second Street to its intersection with McCool Road; thence west parallel with McCool Road to the town boundary and the place of beginning. The District 1 map is incorporated herein as Exhibit A and by reference considered an integral part of this section.
(C) District 2. Councilmanic District 2 is hereby described as follows: Commencing at the intersection of the boundaries of the town near the intersection of McCool Road and North Second Street; thence easterly along the town boundary paralleling McCool Road to where the town boundary crosses Lincoln Avenue; thence southwesterly along North Plank Road to the intersection of North Plank Road and the southern boundary of Census Block Tract # 181730304001028; thence following the town boundary westerly along the boundary of the town the south boundary of the Census Block Tract to a point directly south of the extension of North Sixth Street in the town also being the boundaries of census tracts; thence north along the boundaries of the census tracts being coextensive with the southerly extension of North Sixth Street in the town north across Lincoln Avenue and then north on North Sixth Street to the intersection with East Adams Avenue; thence west along East Adams Avenue to its intersection with North Fourth Street; thence north along North Fourth Street to its intersection with East Monroe Avenue; thence west along East Monroe Avenue to its intersection with North Second Street; thence north along North Second Street to the town boundary and the place of beginning. (D) District 3. Councilmanic District 3 is hereby described as follows: Commencing at the intersection of North Iowa Street and West Monroe Avenue; thence east along East Adams Avenue and continuing east along East Adams Avenue to its intersection with North Illinois Street; then north along North Illinois Street to its intersection with West Monroe Avenue; then east along West Monroe Avenue to its intersection with North Fourth Street; thence south along North Fourth Street to its intersection with East Adams Avenue; thence east along East Adams Avenue to the intersection with North Sixth Street; thence south along North Sixth Street and the extension thereof following west boundaries of census block tracts to the boundary of the town; thence westerly and southwesterly along the boundaries of the town following the census tracts to a point that parallels the boundaries of the census tracts and Thorpe Lane; thence westerly along said Census Block Tract # 181730304001035 paralleling Thorpe Lane to its intersection with South State Street; thence south along South State Street to the intersection with Greenwood Road; thence west along Greenwood Road to the Southwest corner Census Block Tract # 181730304003023; thence easterly along the northern boundary of Census Block Tract # 181730304003023 to its intersection with Census Block Tract # 181730304003014; thence westerly and northerly with the census block tract to its intersection with West Washington Street; thence southwesterly with West Washington Street to its intersection with Delaware Street; thence northeasterly along the north boundary of Census Block Tract # 181730304003006 to its intersection with South Iowa Street; thence north along South Iowa Street and continuing north on North Iowa Street to its intersection with East Adams Avenue and being the place of beginning. (E) District 4. Councilmanic District 4 is hereby described as follows: Commencing at the intersection of Heim Road and the western boundary of the town; thence easterly along the boundary of the town tracking Heim Road to the intersection with West Lincoln Avenue; thence northeasterly along West Lincoln Avenue to its intersection with South Iowa Street; thence south along South Iowa Street to its intersection with Census Block Tract # 181730304003006; thence southwesterly along the north side of Census Block Tract # 181730304003006 to its intersection with Delaware Street; thence southwesterly along Delaware Street to the intersection with West Washington Street; thence northeasterly along West Washington Street to the intersection of Census Block Tract # 181730304003014; thence southerly along the census block tract to where census block tract boundary turns toward the east and following the census block tract and paralleling West Washington Street generally along the south side thereof and to the intersection with the census block tracts and Census Block Tract # 181730304003023; thence southwesterly along the census block tract to its intersection with Greenwood Road; thence east along Greenwood Road to the intersection with South State Street; thence north along South State Street to Census Block Tract # 181730304001035; thence southeasterly and parallel to Thorpe Lane with the said census block tract to the town boundary; thence southeasterly and easterly along the town boundary to North Plank Road; thence southerly along North Plank Road and Old Plank Road to the intersection of Gardner Road; thence west along Gardner Road following the town boundary in its entirety all to the intersection of the town boundary and West State Road 62; thence following the town boundary northwesterly and then to the point where the town boundary proceeds northeasterly following the same to the point where the town boundary turns northerly; thence west and northerly following the town boundary to encompass the Mallard Circle Subdivision to where the town boundary intersects Heim Road and being the place of beginning. The District 4 map is incorporated herein as Exhibit A and by reference considered an integral part of this section.
(F) At-large. In addition to the above districts there shall be 1 at-large member.
(G) Eligible voters. Town Council Members serving as representatives of the district Town Council seats shall reside in their respective districts, but shall be elected by voters of the whole town. The at-large Council Member may reside anywhere within town limits and shall be elected by the voters of the whole town. To be eligible to seek office, take office, and serve as a district Council Member, the councilperson shall maintain residence within the applicable district. The at-large Council Member, to be eligible to seek office, take office, and serve as an at-large Councilperson, shall maintain residence within the town.
