(A) Adoption of average processing expense. The following schedule be and the same is hereby adopted as the average processing expenses for the enforcement of the Building Standards Ordinance of the Town of Chandler:

(B) Imposition of the averaging processing fees. The average processing fees as herein above established shall be in addition to all actual costs of the work performed by the Town of Chandler under I.C. 36-7-9 and shall be added to the cost of the lien imposed thereon and shall be assessed against the person or persons holding a fee interest, life estate interest, or equitable interest of a contract purchaser or mortgage holder in the unsafe premises pursuant to law and included as part of the lien against the property as provided for by law.
(C) Effective date. This section shall be in full force and effect from and after its passage.
