(A) Upon giving of notice herein, an owner who desires to appeal the notice shall file a written appeal to the Enforcement Authority. The appeal may be filed in person with the Enforcement Authority or by certified mail. The appeal must be received by the Enforcement Authority on or before the fifth calendar day after which the notice to remove weeds and/or rank vegetation is given, as herein above provided.
(B) Upon receipt of the notice of appeal, the Enforcement Authority, or his or her designee, shall immediately investigate the appeal, giving due notice to the owner to present the appeal to the Enforcement Authority and the Enforcement Authority shall, forthwith, rule upon the appeal.
