The following fees and charges are hereby imposed upon the owner of an abandoned vehicle or parts, or upon a lienholder seeking to obtain possession of the vehicle or parts, when any vehicle or parts are towed, removed, stored, or impounded pursuant to this section or state law, and the fee shall be paid before the owner or lienholder is entitled to reclaim the vehicle:
(A) A processing charge of $10;
(B) A towing charge of $35; and
(C) A storage charge of $10 per day or any part thereof.
