§ 51.02 OUTSIDE WATER CLOSETS OR PRIVY VAULTS.
   (A)   It shall be the duty of all owners of any lot or parcel of land within the corporate limits of the town, in or upon which there is now, or may at any time hereafter be, situated, located, or constructed any outside water closet or privy vault to cause the said outside water closet or privy vault to be thoroughly cleaned, emptied, and disinfected between April 1 and June 1 or each and every year.
   (B)   It shall be the duty of every scavenger or other person cleaning, emptying, and disinfecting any outside water closet or privy vault to issue a receipt in duplicate in the owner’s name, setting forth the number of closets or vaults cleaned, emptied, and disinfected, the location of the premises and the date the work was performed. It shall be the further duty of said scavenger or other person issuing said receipt to file the duplicate receipt in the office of the Town Clerk-Treasurer on or before June 1 of the year in which the work is performed.
   (C)   If any of said outside water closets or privy vaults are not cleaned, emptied, and disinfected by the said owner or owners as provided in division (A) above and within the time therein specified, it shall be the duty of the Town Marshal, after the expiration of said time, to immediately cause said outside water closets or privy vaults to be cleaned, emptied, and disinfected as in this section specified, and the costs and expenses of the same shall be placed upon the tax duplicate of said town against said lot or parcel of land as hereinabove specified and collected as other taxes are collected.
