All construction required of such operators shall be in accordance with design and construction standards then in effect required or established by the City or any governmental authority having jurisdiction for the facility or activity involved. All operators may be required to furnish the City clean up deposits or payment and performance bonds commensurate with any construction required under the standards herein fixed or under any contract or lease by and between such operator and the City.
