4-2-10: CLASSIFICATION OF LICENSES; FEES AND NUMBER:
Every person or entity engaged in the retail sale of alcoholic liquor in the village shall pay an annual license fee. Such licenses shall be divided into the following classes:
   A.   Class A: A class A license shall permit the licensee to sell any and all alcoholic liquor at retail by the drink, and not in a package, for consumption only on the premises where it is sold unless specific permission is granted by the village board of trustees for consumption in places other than the premises where it was sold. A class A licensee may not sell any alcoholic liquor in a package or for consumption off the premises of the licensee unless specific permission is granted by the village board of trustees for consumption in places other than the premises where it is sold. Class A licenses may be issued only to the operator of a "restaurant", as defined in section 4-2-2 of this chapter, and for which restaurant the sale of nonalcoholic items represent twenty percent (20%) or more of the total sales of said restaurant. The annual license fee shall be five hundred dollars ($500.00). Not more than two (2) such licenses may be issued. Each holder of a class A license shall provide to the president copies of the licensee's sales tax returns at the same time that said returns are provided to the Illinois department of revenue. Failure to provide such returns in a timely manner may be grounds for the revocation of the license.
   B.   Class B: A class B license shall permit the licensee to sell at retail any and all alcoholic liquor in the original package and not for consumption on the premises where it is sold. The annual license fee shall be five hundred dollars ($500.00). Not more than two (2) such licenses may be issued.
   C.   Class C: A class C license shall be issued only to organizations meeting the definition of "club", as provided in section 4-2-2 of this chapter, and shall permit the licensee to sell at retail any and all alcoholic liquor by the drink and not in a package for consumption only on the premises where it is sold, unless specific permission is granted by the village board of trustees for consumption in places other than the premises where it is sold. The annual license fee shall be two hundred dollars ($200.00). Not more than one such license shall be issued.
   D.   Class SER: A class SER (special event retailer) license shall permit the licensee to purchase alcoholic liquors from an Illinois licensed distributor (unless the licensee purchases less than $500.00 of alcoholic liquor for the special event, in which case, the licensee may purchase the alcoholic liquor from a licensed retailer) and shall allow the licensee to sell and offer for sale at retail beer and wine only for use or consumption, but not for resale in any form, and only at the location on the specific date designated for the special event in the license. An applicant for a special event retailer license must also comply with the requirements of the Illinois liquor control commission including the requirement that the applicant for a special event retailer license submit with the state application proof satisfactory to the state commission that the applicant will provide dramshop liability insurance in the maximum limits. The fee for a class SER license shall be fifty dollars ($50.00). A special event retailer license shall be issued for a specific time period, not to exceed six (6) days per licensee per event. The hours of operation and time of consumption for a class SER license shall be listed specifically in the license and shall take precedence over any conflicting provisions of this chapter.
