Any regulations or provisions of this title may be changed and amended from time to time by the village board of trustees; provided, however, that such changes or amendments shall not be adopted until after a public hearing and report by the board of appeals. Notice of such public hearing shall be given in a newspaper of general circulation at least fifteen (15) days prior to such hearing. Any such changes or amendments shall not affect or apply to any subdivision where the preliminary plat has been approved by the board of trustees, provided the time limit of the approval has not expired.
