A. Where uncertainty exists with respect to the boundaries of a district as shown on the district map, the following rules shall apply:
1. The district boundaries are either streets or alleys unless otherwise shown, and where the district designated on the district map is bounded approximately by street or alley lines, the street or alley shall be construed to be such boundary.
2. Where the district boundary is not otherwise indicated, and where the property has been or may hereafter be divided into blocks and lots, such boundary shall be construed to be the lot lines, and where the district designated on the district map is bounded approximately by lot lines, such lot lines shall be construed to be the boundary of the districts unless otherwise indicated on the map.
3. In unsubdivided property, the district boundary shall be determined by use of the scale appearing on the map.
B. In interpreting and applying the provisions of this title, they shall be held to be the minimum requirements for the promotion of the public safety, health, convenience, comfort, morals, prosperity, and general welfare. It is not intended by this title to interfere with or abrogate or annul any easements, covenants, or other agreements between parties; provided, however, that where this title imposes a greater restriction upon the use of buildings or land, or upon height of buildings, or requires a larger open space or yard than is imposed or required by other ordinances, rules, or regulations, or by easements, covenants, or agreements between parties, the provisions of this title shall govern.
