The purpose of this chapter is to regulate and control the development of any tract of land with any structure, or altering any existing commercial, industrial or multi-family structure, but excluding single-family structures, and to regulate the manner of development so as to prevent serious hazards and problems to the citizens of the community. Therefore, this chapter is established in order to ensure proper development of the village and to promote the public health, safety, convenience, prosperity, aesthetics and general welfare of the community.
