9-2-6: PRELIMINARY TREATMENT OR FLOW EQUALIZATION:
Where preliminary treatment or flow equalizing facilities are provided, they shall be maintained continuously in satisfactory and effective operation by the owner at his expense. (1995 Code § 7.132)
