9-2-3: BUILDING SEWERS AND CONNECTIONS:
   A.   Permit To Connect:
      1.   Permit Required: No unauthorized person shall uncover, make any repairs or openings into, use, alter, or disturb any public sewer or appurtenances thereof without first obtaining written permission from the Director of Public Works.
      2.   Classes Of Permits; Applications: There shall be two (2) classes of building sewer permits: a) for residential and commercial service; and b) for service to establishments producing industrial wastes. In either case, the owner or his agent shall make application on a special form furnished by the Village. The permit application shall be supplemented by any plans, specifications, or other information considered pertinent in the judgment of the Director of Public Works.
      3.   Connection Fees: The charge for making the new connection to the Village system shall be Two Hundred Fifty Dollars ($250.00). An applicant must, at the applicant's own expense, use a private licensed plumber for purposes of making the new connection, but any connection by a licensed plumber is subject to inspection and approval of the Director of Public Works prior to connection being authorized. The inspection by the Director of Public Works shall be included in the cost of connection set forth herein. An applicant shall provide evidence that said licensed plumber is bonded and insured to the Village Clerk prior to work commencing.
      4.   Conditions Of Permit: A building sewer permit will only be issued and a sewer connection shall only be allowed if it can be demonstrated that the downstream sewerage facilities, including sewers, pump stations and wastewater treatment facilities, have sufficient reserve capacity to adequately and efficiently handle the additional anticipated waste load.
   B.   Separate Building Sewers: A separate building sewer shall be provided for every building, except one line of adequate capacity may serve multi-family units under separate ownership and located on the same tract of land with approval of Director of Public Works.
   C.   Use Of Old Building Sewers: Old building sewers may be used in connection with new buildings only when they are found, on examination and test by the Director of Public Works, to meet all requirements of this chapter.
   D.   Installation And Connection Requirements:
      1.   Installation of all building sewers shall conform to the current edition of the Illinois State Plumbing Code, as amended, and construction and specification standards of the Village. All sewer lines shall be buried below normal frost line or thirty six inches (36") to top of the pipe minimum.
      2.   All building sewers shall be ABS (solid wall), SDR 23.5, ASTM specification D2751 with solvent cement joints conforming to ASTM D2235 or PVC (solid wall), SDR 35, ASTM specification D3034 with solvent cement joints conforming to ASTM D2564, with a minimum size of four inches (4") in diameter.
      3.   Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor. In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary sewage carried by such building drain shall be lifted by a means which is approved.
   E.   Installation By Property Owner:
      1.   The property owner may install a building sewer line to his/her building as long as there is compliance with all installation and material requirements of this chapter.
      2.   The owner is responsible for any damage to village sewer lines. He shall make immediate repairs if caused by his/her negligence. If repairs are not made, the village shall cause such repairs to be made and shall have the right to file a lien against the said property as well as file a lawsuit for damages and other remedies.
      3.   In the event any person or entity, other than the owner, individually installs the necessary piping and does the other work necessary and incident to installing and hooking the sewer to the premises, then said person or entity must furnish the village, prior to beginning any work, a performance bond in the sum of five thousand dollars ($5,000.00), conditioned on the fact that no damage will result to the village on account of said work, and must further furnish to the village a certificate of insurance in the following minimum amounts:

   F.   Prohibited Discharges:
      1.   No person(s) shall make connection of roof downspouts, exterior foundation drains, areaway drains, or other sources of surface runoff or ground water to a building sewer or building drain which in turn is connected directly or indirectly to a public sanitary sewer.
      2.   All disposal by any person into the sewer system is unlawful except those discharges in compliance with federal standards promulgated pursuant to the federal clean water act and more stringent state and local standards.
   G.   Liability For Costs And Expenses: All costs and expenses for the installation of the building service line from the property line to the building shall be borne by property owner.
