9-1-5: WATER SERVICE PERMIT AND DEPOSIT REQUIREMENTS:
   A.   Permit Required: The supply of water from any premises supplied through the Village water system is prohibited except after permission which shall be obtained from the Village. When more than one building or tenant is supplied through one service pipe, the application for the supply of such buildings or tenants shall be made by one person, and said person shall be held responsible for all supplies through such service pipe.
   B.   Application For Permit: Applications for water service shall be made in writing to the Director of Public Works and shall contain an agreement by the applicant to abide by and accept all of the provisions of this chapter as conditions governing the use of the Village water supply.
   C.   Deposit Required:
      1.   A deposit of one hundred twenty-five dollars ($125.00) for applicants who are owners of record, nonowner occupant, renter, tenant, or lessee of the property receiving the water service shall be made with each application provided in this section, which sum shall be retained by the Village to ensure the payment of all bills.
      2.   When service to the applicant is discontinued permanently, the amount still due the Village for water service shall be paid in full by the applicant. Upon payment in full, the deposit shall be returned, without interest, upon request of the person or persons entitled thereto. If no request is made within one year after said permanent discontinuation, said monies shall become Village property and shall be deposited into the Water Fund of the Village.
