1-5-6: RULES OF PROCEDURE:
   A.   Presiding Officer; Voting: The president shall preside at all meetings of the board and at all times when the board meets as a committee of the whole. Except as otherwise provided by law, he shall not vote on any ordinance, resolution or motion except: 1) where the vote of the trustees has resulted in a tie; or 2) where one-half (1/2) of the trustees elected have voted in favor of an ordinance, resolution or motion, even though there is no tie vote; or 3) where a vote greater than a majority of the corporate authorities is required by statute to adopt an ordinance, resolution or motion. In each instance specified, the president shall vote. Nothing in this subsection shall deprive an acting president or president pro tem from voting in his capacity as trustee, but he shall not be entitled to another vote in his capacity as acting president or president pro tem.    B.   Resolutions: Any resolutions submitted to the board shall be reduced to writing before being voted upon, on request by any two (2) members of the board. (1995 Code § 1.212)
   C.   Vote Required: The passage of all ordinances, for whatever purpose, and of any resolution or motion: 1) to create any liability against the village; or 2) for the expenditure or appropriation of its money; or 3) to sell any village property shall require the concurrence of a majority of all the members elected to the board, including the president, unless otherwise especially provided by statute. The yeas and nays shall be taken upon the question of the passage of the aforesaid designated ordinances, resolutions or motions and recorded in the minutes of the board.    D.   Rescinded Action: No vote or action of the board shall be rescinded at any special meeting unless there be present at such special meeting as many members of the board as were present at the meeting when such vote or action was taken, as is provided by statute. (1995 Code § 1.211)
   E.   Rules Of Order:
      1.   "Robert's Rules Of Order" shall govern the deliberations of the board of trustees except when in conflict with any of the rules of this section. (1995 Code § 1.215)
      2.   The rules of order, other than those prescribed by statute, may be suspended at any time by the consent of a majority of the members present at any meeting. (1995 Code § 1.214)
   F.   Addressing Meetings: No person other than the president or a member of the board shall address that body at any regular or special meeting except upon consent of a majority of the members present. (1995 Code § 1.213)
   G.   Disturbing Meetings: It shall be unlawful for any person to disturb any meeting of the board or of any committee thereof. Any person violating the provisions of this subsection shall be fined not less than twenty five dollars ($25.00) nor more than fifty dollars ($50.00) for each offense. (1995 Code § 1.208)
