No person shall remove, or cause to be removed, or aid in removing any building through or across any street or alley without a written permit from the village president; nor shall, in removing such building, unnecessarily encumber or obstruct any street or alley, nor for a longer time than may be necessary in the prompt and diligent removal of such building.
