It shall be unlawful to construct, or maintain, or permit to remain any fence or other structure, or any bushes or other plants, on a corner lot, within twenty feet (20') of the street line, which obstructs the view, at a height of more than three feet (3') above the level of the adjacent street pavement, except as otherwise provided in the zoning ordinance and title 10, chapter 5 of this code.
