No person, firm or corporation, as owner, occupant or lessee of any building or structure, shall keep or maintain, or allow to be kept or maintained, on such premises any combustible, explosive, or flammable material in quantities or under conditions which endanger the safety of said building or premises, or in contravention of the laws of the state of Illinois, the provisions of this section, or the reasonable orders of the fire chief of the Cerro Gordo fire protection district.
