Weeds, grass or underbrush which has grown to a height of one foot (1') or more or allowed to flower are hereby declared to be a nuisance, and any owner, lessee, occupant or agent having control of any lot or any ground or any part thereof within the village shall cut or cause the same to be cut within five (5) days after being notified to do so by the village clerk.
