The airport shall be under the control of the City Administrator. The airport manager is hereby charged with the duty of maintaining and operating said airport, under the terms and provisions of resolutions adopted by the Council. The City Administrator is hereby authorized to promulgate such rules, regulations and policies as may be deemed necessary by the City Administrator or the airport manager for the proper management, control and operation of said airport. Said rules and regulations as are adopted shall be in full force and effect upon the filing of copies of the same with the City Clerk and shall be subject to the violation penalties of this article.
