Five persons shall constitute the Authority. The five members shall be selected by the Mayor and approved by the City Council. At least one member of the Authority shall be a duly elected member of the City Council. In the event that such member’s term as City Council member expires, the Mayor shall appoint a current member of the City Council to fill such vacancy. The Mayor shall designate the term of office for each member, as provided in Neb. RS 18-2102.01. The Authority shall select one of its members as Chair and one as Vice Chair. A total of three members of the Authority shall constitute a quorum for the transaction of business. The Authority shall adopt rules for the transaction of its business and shall keep records of its resolutions, transactions, findings and determinations, which records shall be made available for public inspection during regular business hours.
