Three copies of the Rules and Regulations Relating to Public Health, published by the Department of Health of the state, as revised, adopted and promulgated in pamphlet form, are hereby incorporated by reference insofar as the same are applicable to cities, and they shall be incorporated herein, the same as though copied at full length in this article.
