The building permit fee shall be 0.1% of the anticipated final taxable valuation of any newly constructed structure. Any improvements to a structure or improvements under Article III of this chapter shall have a fee of 0.1% of the full commercial cost of such improvements. Building permit fees shall be capped at $2,000 per permit.
