Any notice required to be given pursuant to this chapter shall be deemed served as of the date of personal service upon the owner or tenant or five days after deposit of said notice, postage prepaid in the United States mail addressed to the owner at the address listed on the most recent County Assessor’s tax roll or tenant to the tenant at the premises’s address.
