Any time that it is necessary to cut into any curb and/or gutter for the purpose of constructing a driveway, sidewalk ramp, or for any other purpose, grinding of the curb will be done with a commercial concrete grinding unit. In rare cases where grinding is not possible, the appropriate city official will determine what type of cutting of the curb will be permitted. In no case will curbs and/or gutter be chipped or broken apart by hand.
