(A) The City Council may order and cause to be constructed, under the supervision of the Street Commissioner, such street, avenue and alley crossing, and the same shall be constructed of such materials as the City Council shall deem necessary.
(B) When a petition for the construction of any such crossing is filed by an interested resident in the office of the City Clerk, said City Clerk shall refer such application to the Street Commissioner, who shall investigate and recommend to the City Council allowance or rejection as final action by the City Council on such application.
