All members of the City Council shall be required to attend Council meetings regularly, and if any Council member fails to attend three consecutive meetings his or her office shall be vacated and the City Council may fill the vacancy created pursuant to § 1-108 herein; provided, however, the City Council may excuse said absences by majority vote for just cause shown, in which event said Council member’s office shall not be deemed vacated. Upon any member’s absence for three consecutive meetings, the Mayor shall call for a vote on whether to excuse said absences or not, which vote shall be duly recorded by the City Clerk.
