All permits authorized under this section for handicapped or disabled parking shall be issued for a period ending September 30 of the third year following the date of issuance. All temporarily handicapped or disabled parking permits authorized under this section shall be issued for a period ending six months from the date of issuance, but may be renewed for up to three additional 90-day periods. For each additional 90-day renewal period, there shall be submitted an additional application with proof of a handicap or disability.
