§ 3-413 SNOW REMOVAL; EMERGENCY DECLARATION.
   The Mayor or, in his or her absence, the President of the Council, shall cause each declaration of a snow emergency made by him or her, pursuant to this article, to be publicly announced by means of broadcast or telecast from a broadcasting station with a normal operating range covering the city. Each announcement shall describe the action taken by the mayor, or in his/her absence the president of the Council, including the time it became or it will become effective and shall specify the area affected. The Mayor or, in his or her absence, the President of the Council, shall make or cause to be made a record of each time and date when any declaration is announced to the public by issuing an executive order as soon after the declaration of emergency is feasible.
