It shall be the duty of every owner, occupant, lessee or mortgagee of real estate in the city, to keep such real estate free of public nuisances. All or any part of said premises found, as provided herein, to constitute a public nuisance shall be abated by rehabilitation, demolition or repair pursuant to procedures set forth herein.
