(A) Policy.
(1) Different degrees of force are sometimes justified, depending on the facts pertaining to the situation.
(2) Therefore, in each individual situation, lawful and proper force is only that force necessary to control and stop unlawful resistance and to ensure that there will be no further physical attack against police officers or any other person.
(B) Procedure.
(1) Department-approved batons may be carried by police officers of the Police Department and kept in an available location in the patrol units.
(2) Each officer has the final discretion concerning the carrying or not carrying of a Department-approved baton while handling situations on his or her tour of duty.
(C) Rule. The baton will be used only as a last resort by officers when a lesser degree of force has failed in overcoming resistance of an arrestee or in the protection of officers or other persons who are victims of an assault by another person.
