It shall be the duty of each officer of the Police Department to become thoroughly familiar with all the rules and regulations of the Department, and all general or special orders. Officers shall sign a receipt for a copy of the Manual of Rules and Regulations and shall initial all general or special orders, indicating that they have read them. Failure of any officer to be familiar with any rule or regulation or general or special order shall be considered neglect of duty.
