§ 32.03  FIRE AND RESCUE APPARATUS.
   (A)   The Fire Department shall be equipped with any apparatus and other equipment as may be required from time to time to maintain its efficiency and properly protect life and property from fire.
   (B)   Recommendations of apparatus and equipment needed shall be made by the Fire Chief, and, after approval by the Council, shall be purchased in the manner as may be designated by the Council.
   (C)   All equipment of the Department shall be safely and conveniently housed in those places designated and approved by the Council.
   (D)   No person shall use any fire or rescue apparatus or equipment for any private purpose, nor shall any person willfully and without proper authority take away or conceal any article used in any way by the Department.
   (E)   No person shall enter any place where fire or rescue apparatus is housed or handle any apparatus or equipment belonging to the Department unless accompanied by, or having the special permission of, an officer or authorized member of the Department or member of the Town Council.
   (F)   No fire apparatus shall be hired out or permitted to leave the  designated  fire  district,  except in  response  to a mutual aid call for aid at a fire in a neighboring community, without the consent of the Fire Chief. The officer in charge of the Department shall have power to assign equipment for response to calls for outside aid, in accordance with § 32.05 of this chapter, only when the absence of the equipment will not jeopardize protection in the designated fire district.
   (G)   No one, except authorized personnel, shall ride on emergency vehicles on any emergency run.
   (H)   The driver of any vehicle other than one on official business shall not follow any fire apparatus traveling in response to a fire alarm closer than 600 feet, or drive into or park the vehicle within 300 feet of where the fire apparatus has stopped in answer to a fire alarm.
