§ 32.01  COMPOSITION.
   (A)   The Fire Department shall consist of a Chief, an Assistant Chief and any other officers the Chief and the Council may deem necessary for the effective operation of the Department.
   (B)   The Chief shall be appointed by the Town Council for a term extending for four years, commencing January 1 and expiring December 31, 11:59 p.m., at the expiration of the fourth year of the appointed term. The Chief’s tenure of office shall depend on his or her good conduct and efficiency. The Chief shall be technically qualified by training and experience and shall have the ability to command the firefighters and emergency personnel and hold their respect and confidence. The Chief may be removed by the Town Council for just cause.
   (C)   The Chief shall be held accountable for the administration of the Department and shall make written and verbal reports thereto as the Council may require.
   (D)   The Assistant Chief and other Department officers shall be appointed by the Chief with the approval of the Council. These officers shall be accountable only to the Chief, and shall be subject to removal by him or her with the right of appeal to the Council.
   (E)   The Town Council member appointed over the Water Department shall also serve as the Fire Commissioner.
