(A) No license shall be issued to any person for the purpose of conducting the business as a fortune teller, clairvoyant, phrenologist, palmist, medium or astrologer, who has not been an actual, continuous and bona fide resident of the town for at least two years prior to application; nor shall any license be issued to any person who is using and utilizing the services of any agent, servant or employee in the business who has not been an actual bona fide and continuous resident of the town for at least two years prior to application. At the time application is made for the issuance of the license, the applicant shall submit a signed, written statement containing the names and signatures of no less than ten owners of real estate, who are occupants thereof, within a radius of 200 feet of the place in which the business is to be conducted, signifying their consent to the conducting of such a business. Before any license shall be issued, the application must first be submitted to the Marshal of the town who, within ten days from the date of submission to him or her, shall render his or her written report to the Town Council concerning the residence of the applicant, the residence of each agent, servant and employee of the applicant, the character and reputation of the applicant and each agent, servant and employee of the applicant, and the advisability of the issuance of such a license.
(B) The provision requiring the signed, written statement of no less than ten owners of real estate, who are occupants thereof, within a radius of 200 feet of the place in which the business is to be conducted, shall not apply to any present license, nor to the renewal of a license, granted under this chapter.
