Any exhibitor or other person who fails, refuses or neglects to pay the fee or license required herein or who in any other manner violates any section of this chapter shall be assessed a fine not to exceed $100. Each day that any violation of this chapter occurs shall be a separate offense and a fine may be assessed each day of the violation. The fines set forth in this section may be collected by civil suit in any county circuit or superior court.
