The owner of shade trees which obstruct passage or light from street lights shall keep such trees trimmed so that the limbs or branches which extend over, along or across sidewalks shall not be less than ten feet above the sidewalk, and the limbs and branches which extend over, along and across the adjacent street shall be of 14 feet above the grade of the street.
