§ 93.09  OWNERSHIP OF REFUSE.
   All solid waste placed curbside as specified herein or within any other disposal area designated and operated by the town shall become the property of the town, and no user/customer shall be allowed to separate and collect, carry off or dispose of the refuse except under written direction of the Council.
