§ 91.02  ADMINISTRATION OF ANIMAL REGULATIONS.
   (A)   It shall be the duty of the Town Council, the Town Marshal and the Clerk-Treasurer to administer this chapter. The Town Council shall have the power and authority to adopt, amend or rescind any requirements and regulations, employ any persons, make any expenditures, require any reports, make any investigations and take any other actions that the Council deems necessary or reasonable to that end.
   (B)   All powers and duties vested in the Town Council may be delegated by it to its appointees and employees; however, the Town Council shall be responsible for their acts.
   (C)   The Clerk-Treasurer and Town Marshal shall have the duty of enforcing the provisions of this chapter.
