There is hereby created the Junk Vehicle Fund, which shall be a revolving fund. All moneys paid to the town for the cost of removal, storage and disposal of abandoned vehicles shall be placed in this fund and in no other place. The fund shall also have added to it any moneys that may be appropriated by the Town Council, and these moneys also shall not revert to, but shall remain in, the Junk Vehicle Fund.
