§ 70.02  DEFINITIONS.
   For the purpose of this title, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   CONGESTED DISTRICT. Includes that part of the town which is hereafter described by the town Council. The CONGESTED DISTRICT of the town shall be the streets/alleys, and public places within the area bounded on the north by the north line of Plum Street; on the south by the south line of Walnut Street; on the east by the east line of First Street; and on the west by the west line of Spruce Street.
   OPERATOR. Includes the “driver” or rider of any “vehicle” as defined below.
   PARK. Includes the leaving or standing, attended or unattended, of any “vehicle” on any “street”, as defined below within the town.
   STREET.  The entire width between the boundary lines of every way publicly maintained, when any part thereof is open to the use of the public for purposes of vehicular travel.

   VEHICLE. Every device in, upon, or by which any person or property is or may be transported or drawn upon a highway, except devices moved by human  power or used exclusively upon stationary rails or tracks.
