No person other than a duly-elected member of the Council shall be permitted to, or shall address the Council unless recognized by the Presiding Officer, or when authorization is given by a two-thirds’ consent of the members present. Any person addressing the Council shall rise, state his or her name and address to the Clerk-Treasurer and shall confine his or her remarks to the subject matter under discussion.
