(A) A storm water utility user fee shall be imposed on each and every lot and parcel of real property within the town that contains impervious areas, which charge shall be assessed against the owner thereof, who shall be considered the storm water utility customer/user for the purposes of this chapter.
(B) This user fee is deemed reasonable and is necessary to pay for the repair, replacement, planning, improvement, operation, regulation and maintenance of the existing and future storm water system for the town.
