(A) A $40 deposit must be made prior to a turn- on of water service. Any unpaid charges due by the applying individual or upon that residence must be paid before service will be turned on.
(B) In case of non-payment of service the deposit will be applied to delinquent wastewater charges. In the event the deposit is not sufficient to pay any delinquent wastewater charges, the charges shall be assessed against the real estate on which the service is provided and lien shall be placed on the real estate to secure the payment of the charges unless the owner of the real estate agrees in writing to pay all delinquent charges and agrees that service to the real estate can be discontinued until the charges are paid in full.
(C) Upon the termination of service for any individual who has paid a deposit for service and whose wastewater charges have been paid, the deposit shall be refunded with interest as provided by I.C. 36-9-23-28, including any amendments thereto.
