(A) The rates and charges established for the use of the service rendered by the municipal electric utility shall be as follows:

(B) A rate adjustment will be applicable with the rates established in division (A) of this section as follows:
(1) The rate adjustment is applicable to all metered rates in dollars per kWh. It shall be on the basis of a purchase power cost adjustment tracking factor occasioned solely by changes in the cost of purchased power and energy, in accordance with the order of the Indiana Utility Regulatory Commission, approved on December 13, 1989 in Cause No. 36835-S3.
(2) The embedded base costs for the calculation of future purchase power cost adjustment tracking factors are as follows:
(a) Purchased power - demand: $22.465/kW-month; and
(b) Purchased power - energy: $0.033241/kWh.
(C) For the purpose of billing and collecting the charges for electric use, the meters shall be read monthly and the usage shall be billed monthly. The late payment charge applied after the due date shall be 10% of unpaid balance.
(D) The electric utility rates and charges adopted hereby shall become effective for all bills payable on or after February 1, 2017.
