The electric utility of the town is constantly requested to provide service to certain customers which would be considered beyond the customary and ordinary service provided for all customers that the utility serves. These extra services include allowing an extension on the time allowed to pay the utility bill, checking out possible faulty wiring on the customer’s side of the meter, changing service wires and sockets and re-locating lines. In all of these cases, the customer who requires only the customary and ordinary service is penalized because he or she is not receiving an equal amount of service and attention. The only equitable way to remedy this situation is to charge for the extraordinary services requested by a few customers.
