§ 34.05  PARKS ADVISORY COMMITTEE.
   (A)   There is hereby established a Parks Advisory Committee which shall oversee and advise and make recommendations to the Town Council concerning parks and recreation functions of the town and shall operate under the supervision and authority of the Town Council. The Parks Advisory Committee shall consist of five members interested in parks and recreation, each of whom shall be appointed by the Town Council for a term as set forth below, subject to the pleasure of the Town Council. Members must either be adult citizens of the town or adult individuals residing within the extraterritorial planning jurisdiction of the town. Not more than three members may be of the same political party. Following the expiration of the initial term, the members shall be appointed for the following terms of office:
      (1)   One for a term of one year;
      (2)   One for a term of two years;
      (3)   One for a term of three years; and
      (4)   Two for a term of four years.
   (B)   Thereafter, each term expires on the second Wednesday of June of the first, second, third or fourth year, respectively, after the year of the member’s appointment. There shall be no limitation on the number of terms a Parks Advisory Committee member may serve, but the Town Council may remove and replace Parks Advisory Committee members at its pleasure. The Town Council shall be responsible for making all final decisions concerning parks and recreation functions of the town, including without limitation, all funding matters, any expenditures and contracting, any hiring of employees, any acquisition or disposal of property, any fees to be charged, acceptance of any donations and applications for any grants. The Parks Advisory Committee shall elect a President, Vice President and Secretary annually, shall meet at least quarterly, and shall be subject to the state’s Open Door law found at I.C. 5-14-1.5-1 et seq. No member of the Parks Advisory Committee shall be entitled to compensation or remuneration for his or her services while serving on the Parks Advisory Committee within the scope of this section.
