210.07 EXCEPTIONS TO COMPETITIVE BIDS IN CASE OF PUBLIC DISASTERS.

In case of a public disaster, declared by a resolution approved by at least five members of Council, purchases and contractual services may be made without competitive bidding. The Manager is authorized to secure such purchases or contractual services.
