210.06 AWARD OF BID; EXECUTION OF CONTRACT.

The City Council shall award the bid to the lowest and best qualified bidder meeting the specifications as set forth in this chapter. The Manager, when duly authorized, shall make and execute a written contract with the bidder specified by Council.
